Hans Sy is the Chairman of the Executive Committee of SM Prime Holdings, Inc. (SMPH) and Adviser to the Board of SM Investments Corporation. SM Prime, which was incorporated in the Philippines in 1994, is one of the largest integrated property developers in Southeast Asia. Under Hans Sy’s leadership as its President till September 2016, SM Prime grew exponentially through offering of innovative and sustainable lifestyle cities integrating malls, residences, offices, hotels and convention centers.

Hans is also engaged in the management of some of the oldest institutions in the country.  He is the Chairman of China Banking Corporation, which turns 100 years old by 2020, and of the National University founded in 1900.

He is actively pushing for Public-Private Partnerships (PPP) through collaborative efforts on Disaster Risk Reduction Management (DRRM) in the Philippines.  Currently, he sits in the Global Board of ARISE Private Sector Alliance for Disaster Resilient Societies (UNDRR).  He is the Co-Chairman of the National Resilience Council (NRC), a private-public sector initiative whose goal is to strengthen resilience of Local Government Units (LGUs) towards disaster-resilient Philippines.

Mr. Sy holds a B.S. Mechanical Engineering degree from De La Salle University.

Vice Admiral Alexander Patino Pama is a retired Vice Admiral of the Armed Forces of the Philippines and served as the 32nd Flag Officer-in-Command, Philippine Navy (Navy Chief) prior to his retirement from the Navy in December 2012.

He is currently the Co-Chair of the Board of Directors of ARISE-Philippines, a private sector alliance for DRR in support to the UNDRR advocacy for the attainment of the Goals of the Sendai Framework for Action and a Consultant to the National Resilience Council and Member of the Board of the Oscar M. Lopez Center.

He is also the Chairman of the Board of COCOGEN Insurance and a member of the Board of Directors of COCOLIFE Insurance Company.

He teaches as an Adjunct Professor at the Asian Institute of Management’s Executive Master in Disaster Risk and Crisis Management and a Lecturer at the Ateneo de Manila University’s Master in Disaster Risk Reduction and Resilience.

Formerly, he was the Executive Director, National Disaster Risk Reduction and Management Council and concurrently the Administrator of the Office of Civil Defense, Department of National Defense where among his mandates was to integrate, supervise, coordinate, and harmonize government and multi-sectoral efforts in Disaster Risk Reduction and Management System and Resilience. He introduced and institutionalized the Pre-Disaster Risk Assessment-Action Programs and Protocols (PDRA-APP), a system and a process that has improved the country’s approach to DRRM that has significantly reduced casualties and damages resulting from disasters.

He was also the pioneering Executive Director of the Secretariat of the National Coast Watch Council at the Office of the Executive Secretary, Office of the President of the Philippines. As the Executive Director, he was instrumental in the initial organizing and building up the Council and the National Coast Watch Center, the agency mandated to oversee the Philippine Maritime security and domain awareness.

VAdm PAMA is a member of the Philippine Military Academy (MATAPAT) Class of 1979 and a graduate of the Naval Command Course at the US Naval War College in Newport, Rhode Island, USA, and the post graduate Course in National Security at the Christian Albrechts University, Kiel Germany.

Alex, both a Certified Public Accountant and lawyer, is the Chairman and Senior Partner of PwC Philippines since 2013. He specializes in tax planning, business restructuring and reorganizations, and integrated tax, legal, and accounting advice. He attended business courses at Harvard Business School, Wharton University, and IESE Business School.

He is also a board member in PwC’s Southeast Asia Regional Consulting practice and is the managing partner of Cabrera & Company.

Dr. Marqueza Cathalina Reyes, a faculty member at the Asian Institute of Management and former Academic Program Director of the Executive Master in Disaster Risk and Crisis Management (EMDRCM) program.

Dr. Reyes has extensive experience in climate and disaster resilience management. She has worked all over Asia with governments and organizations involved in climate change and disaster risk reduction. She is currently a Senior Technical Advisor for Climate and Disaster Resilience to the Climate Change Commission, under the Office of the President of the Philippines.

She was a Team Lead for the Building Resilient Urban Communities – Asia, a program across ten cities in five countries, under the Urban Climate Change Resilience Trust Fund of the Asian Development Bank and Oxfam.

Dr. Reyes also initiated the ASEAN Disaster Risk Financing and Insurance Program and led its implementation. As Department Head for Risk Assessment and Monitoring for the Asian Disaster Preparedness Center in Bangkok, Thailand, she provided overall management for various programs and projects across Asia, including Pakistan and Bangladesh. Prior to this, Dr. Reyes also served as the Technical Advisor for Disaster Risk Reduction for ASEAN and UNISDR Asia-Pacific based at the ASEAN Secretariat for almost eight years.

Dr. Reyes obtained her Doctor of Engineering in Urban Planning from the University of Kassel (magna cum laude) in Germany. She has a Master of Arts in Urban and Regional Planning from the University of the Philippines, where she also earned her Bachelor of Science degree in Geology.

Butch is the President of the Philippine Disaster Resilience Foundation (PDRF), a private sector disaster management organization that includes many of the major business groups in the country. Philippine Long Distance Telephone (PLDT), his parent company, received the 2016 Prince of Wales Business in Community UPS International Disaster Relief Prize for its work in mobilizing PDRF during Super Typhoon Haiyan. PDRF currently operates the world’s only national private sector Emergency Operations Center.

Butch is also the president of IdeaSpace Foundation, a technology accelerator for early stage startup companies. He heads QBO Innovation Hub, a public private partnership launched to mentor startups. He is concurrently president of Pacific Global One, a firm formed from PLDT’s Aviation Group.

Previously, Butch was First Vice President and Special Assistant to the chairman of PLDT and president of PLDT Smart Foundation. Prior to joining PLDT, he served as Vice President, Communications for TLC Beatrice International, a food company in New York and Paris. He has worked with several New York public relations firms and a financial startup there. Butch was previously president of the Philippine American Chamber of Commerce and served two three year terms.

A graduate of Ateneo de Manila University, Butch has an M.A. in Journalism and Communications from the University of Florida. He was a recipient of the College of Journalism’s Alumnus of Distinction award in 2000. He returned to UF in 2003 as the Freedom Forum Distinguished Visiting Professor.

Assistant Secretary Ador G. Canlas’ career in the public service began in 1985 when he first entered DPWH, then Ministry of Public Works and Highways, as an Electrical Engineer in Pampanga 1st District Engineering Office. Since then, his career started to rise and he held several vital engineering positions in DPWH which honed him to reach his present position as the Assistant Secretary for Regional Operations in Mindanao.

Prior to his present appointment, Assistant Secretary Ador G. Canlas served as Regional Director in Region 7 from 2012 to 2018. He was also appointed as the Regional Director for the DPWH’s prime region, DPWH-NCR, where his engineering expertise stood out when, he managed to complete several essential projects in NCR, through his strong leadership skills. During the height of the pandemic caused by COVID-19, various quarantine and isolation facilities were accomplished under his management.

His professional affiliations include Philippine Institute of Civil Engineers (PICE) where he was elected National 2nd Vice President in 2015, National 1st Vice President in 2016, National Board of Directors FY 2011- 2013 and President Elect FY 2021. He is a life member of the Road Engineering Association of the Philippines (REAP), a Life member of REAAA, and a member of the American Society of Civil Engineers (ASCE) from 2009 to present.

In October 2011, Assistant Secretary Ador G. Canlas was ranked Top 1 in the DPWH-CSC Promotional Exam for Third Level Positions. That same year, he was conferred with the Career Executive Service Eligibility.

He holds a degree in Electrical Engineering from Mapua Institute of Technology from 1980-1984. He also earned another degree from 1998-2001, this time, in Civil Engineering from Holy Angel University. He is also a holder of Master Degree in Public Management from the University of the Philippines, Diliman from 1994-1995.

He was born and raised in San Fernando, Pampanga.

Jose Ramon Villarin SJ is Executive Director of the Manila Observatory. He holds a PhD in Atmospheric Sciences from Georgia Tech, an MS in Physics from Marquette University, and BS in Physics from Ateneo de Manila. His past commitments include serving as president of the Ateneo de Manila University and as member of the National Panel of Technical Experts of the Climate Change Commission of the Philippines. He was also lead reviewer of the UN Framework Convention on Climate Change, in which capacity he audited the greenhouse gas emissions of developed countries, and was a member of the UN Consultative Group of Experts, which helped strengthen the capacity of developing countries to deal with climate change. He was also a member of the Intergovernmental Panel on Climate Change, a global group of scientists that received the Nobel Peace Prize in 2007 with former US Vice President Al Gore. He is coordinating lead author of "The 2016 Philippine Climate Change Assessment: The Physical Science Basis" which was written with several Filipino scientists to evaluate the state of climate science in the country. He continues to chair Synergeia, an NGO dedicated to public education reform in the country.

With 20 years of experience leading organizations and programs in various capacities (Deputy Executive Director, Director for Operations, Regional Director), Arnel Capili is a highly experienced international disaster management specialist. He has been involved in several large-scale humanitarian responses in Fiji, the Philippines, Indonesia, Lao PDR, Taiwan and Myanmar. Arnel has also developed programs to strengthen the capacities of national and local disaster management organizations across Southeast Asia.

Arnel has spent almost a decade establishing the preparedness and response capability of the Jakarta-based Association of Southeast Asian Nations (ASEAN) Coordinating Centre for Humanitarian Assistance (AHA Centre), the regional block’s primary coordinating agency for disaster response. He was designated as the team leader of the first ASEAN Preliminary Needs Assessment mission to Northern Rakhine, Myanmar to review the repatriation plan for the displaced Rohingya communities. Prior to his stint at ASEAN, he also once served as the Corporate Emergency Specialist of the Dubai Municipality; Emergency Services Officer of the Asian Development Bank (ADB); and a Regional Director of the Office of Civil Defense, the Philippines’ primary disaster management agency.

Arnel is a certified United Nations Disaster Assessment and Coordination (UNDAC) member, trained in UN Humanitarian Civil Military Coordination and the World Food Programme’s Logistics Response. He holds a master’s in development administration from the Australian National University in Canberra, Australia and a Bachelor of Arts in public administration from the University of the Philippines.

Mr. Michael F. Rellosa recently retired as the President and Chief Operating Officer of Fortune General Insurance Corporation. He however continues to serve as its consultant and sits on the board of various other corporations, notable of which is Citystate Savings Bank, a listed company where he chairs the Trust Committee.

Following Mr. Rellosa’s regional stint as Chairman of the ASEAN Insurance Council (AIC) from 2015 to 2016, he still holds the Chairmanship of the Education Committee of the ASEAN Insurance Council (AIC) composed of top insurance industry leaders in the Southeast Asian region.

An AB Economics degree holder from the Jesuit run Ateneo de Manila University, he entered the Insurance Industry straight from College through the Ayala-owned FGU insurance company. He has gone on to other companies in various capacities here and abroad and is active in the lecture and convention circuit as a resource person or invited speaker.

Concurrently, Mitch as he is fondly called by friends and colleagues, has been very active in serving the Insurance Industry through his involvement with various entities in various capacities, notable of which is the Philippine Insurers and Reinsurers Association (PIRA), the umbrella organization of all non-life insurance companies in the country. He was its chairman in 2010 and 2015, and now its Executive Director. He is also concurrently its Public Relations Committee Chairman and the designated Industry spokesperson.

He is also a regular lecturer at the Insurance Institute for Asia and the Pacific and recently was elected to its Board for the years 2021-2023. A thought leader, he firmly believes in promoting the value of insurance to the Filipino people through various projects and advocacies.

He was engaged by the Development Academy of the Philippines (DAP) as a Research Fellow for the Insurance Industry Regulatory Review on Modernizing Government Regulations.

Recently, he was appointed as the Committee Chair and Priority Area Lead on Re/Insurance, one of the 4 key priority areas of the Arise-Philippines (Private Sector Alliance on Disaster Resilient Societies).

He now writes a monthly Opinion Column for the Manila Times on topics related to Insurance, Risk Management and other topics close to his heart.

Assistant Secretary Ador G. Canlas’ career in the public service began in 1985 when he first entered DPWH, then Ministry of Public Works and Highways, as an Electrical Engineer in Pampanga 1st District Engineering Office. Since then, his career started to rise and he held several vital engineering positions in DPWH which honed him to reach his present position as the Assistant Secretary for Regional Operations in Mindanao.

Prior to his present appointment, Assistant Secretary Ador G. Canlas served as Regional Director in Region 7 from 2012 to 2018. He was also appointed as the Regional Director for the DPWH’s prime region, DPWH-NCR, where his engineering expertise stood out when, he managed to complete several essential projects in NCR, through his strong leadership skills. During the height of the pandemic caused by COVID-19, various quarantine and isolation facilities were accomplished under his management.

His professional affiliations include Philippine Institute of Civil Engineers (PICE) where he was elected National 2nd Vice President in 2015, National 1st Vice President in 2016, National Board of Directors FY 2011- 2013 and President Elect FY 2021. He is a life member of the Road Engineering Association of the Philippines (REAP), a Life member of REAAA, and a member of the American Society of Civil Engineers (ASCE) from 2009 to present.

In October 2011, Assistant Secretary Ador G. Canlas was ranked Top 1 in the DPWH-CSC Promotional Exam for Third Level Positions. That same year, he was conferred with the Career Executive Service Eligibility.

He holds a degree in Electrical Engineering from Mapua Institute of Technology from 1980-1984. He also earned another degree from 1998-2001, this time, in Civil Engineering from Holy Angel University. He is also a holder of Master Degree in Public Management from the University of the Philippines, Diliman from 1994-1995.

He was born and raised in San Fernando, Pampanga.
