SHIELD REX Forum 2026: Advancing Local Resilience through Multi-sectoral Knowledge Exchange

On September 2-3, 2026, the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme conducted the Resilience Exchange Forum (REX) 2026. This forum is a two-day national platform for sharing lessons, scaling proven solutions, advancing investments, and identifying pathways for institutionalizing resilience innovations across the Philippines, led by the Department of the Interior and Local Government (DILG) and co-organized by ARISE PH network member, the National Resilience Council, together with other consortium partners and support from the Australian Government.

SHIELD is a multi-year partnership covering ten provinces—Agusan del Sur, Agusan del Norte, Albay, Cagayan, Davao Oriental, Eastern Samar, Northern Samar, Quezon, Pampanga, and Pangasinan—and two regions, the National Capital Region (NCR) and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The forum served as a national platform to bring together national government agencies, local government units LGUs), development partners, civil society organizations (CSOs), academia, and the private sector to share DRR lessons, scale proven solutions, advance investments, and identify pathways for institutionalizing resilience innovations across the Philippines.

In particular, the Resilience Deal Room was represented by Vice Chairperson and SM Supermalls Vice President Engr. Liza B. Silerio, to evaluate refined provincial investment proposals of Quezon Province and Eastern Samar. She shared insights on provincial investment pitches in relation to technical and financing considerations.

Beyond assessing investment readiness, ARISE Philippines looks forward to the finalization of these resilience and climate adaptation proposals that will shape future partnerships and areas of cooperation that respond to local resilience needs.
