The UN Office for Disaster Risk Reduction (UNDRR), with funding support from Incheon Metropolitan City and the Ministry of the Interior and Safety, successfully conducted the Training of Trainers (ToT) on Urban Resilience and the Disaster Resilience Scorecard for Cities under the Making Cities Resilient 2030 (MCR2030) Program. Held from April 7 to 10, 2026, at the UNDRR Global Education and Training Institute (GETI) in Incheon, Republic of Korea, the training, led by the team of Mr. Sanjaya Bhatia, Head of the UNDRR ONEA & GETI Office, equipped participants with essential skills to advance disaster risk reduction (DRR) and resilience planning in their communities.

This ToT aimed to build a cadre of trainers proficient in urban resilience concepts and the practical application of the Disaster Resilience Scorecard for Cities. The four-day training featured co-facilitation by MCR2030 Resilience Hubs in Makati and Ulsan; a special session from the Republic of Korea’s Ministry of the Interior and Safety (MOIS); and keynote presentations from senior representatives of KPMG India and ARISE Philippines.

A diverse group of 33 representatives participated, including nominees from the National Resilience Council (NRC) and ARISE Philippines—such as local government units (LGUs) from Pasig City, Iloilo City, Manila City, Quezon City, and Tiwi Municipality; academe from Xavier University-Ateneo de Cagayan and Bataan Peninsula State University; ARISE Philippines Network members SM Prime and UP-ISSI; and the ARISE Philippines secretariat. Additional delegates hailed from India’s National Institute of Disaster Management (NIDM) and KPMG India, Nagarjun Municipality in Nepal, Barcarena in Brazil, with observers from ADB and ICLEI Korea.

Participants visited the Incheon Free Economic Zone Authority (IFEZ) Promotion Center on the 33rd floor of G-Tower, gaining insights into the government’s development vision and key international projects.

Upon completion, trainees are poised to replicate Scorecard-based workshops locally, helping governments identify gaps and prioritize DRR actions. They will also serve as resource persons, providing technical guidance to drive resilience efforts. Relevant MCR2030 materials, including Scorecards and the Riskland game, were shared with the Green Building Development Authority (GDA) for reference.
In collaboration with UNDRR partners, upcoming initiatives include AI solutions for tenants, GIS-based hazard mapping for employees, and cascading Scorecards across the Philippines in the second half of 2026—led by these ToT graduates. Several LGU representatives are committed to joining this global initiative within the year.
