The 3rd Quarter 2026 Multi-Sector Governance Council (MSGC) Regular Meeting was held last Oct 8, 2026 at Camp General Emilio Aguinaldo, Quezon City.

MSGC serves as a platform for dialogue and collaboration between the AFP and representatives from various sectors of society. Through multi-sector engagement, the Council provides an avenue for stakeholders to share perspectives, contribute to institutional development, and help ensure that the AFP remains responsive to the country’s evolving defense and security priorities. The private sector was represented by ARISE Philippines Chairperson, VADM Alexander Pama (Ret.), who is also the former Civil Defense Administrator of the Office of Civil Defense and the Flag Officer in Command of the Philippine Navy.

Discussions during the meeting covered key areas, including external defense, disaster response, strategic communications, reserve force development, resource management, legislative priorities, and governance. These discussions underscored the need for adaptive leadership, effective resource management, and sustained partnerships in addressing emerging national challenges.
For ARISE Philippines, participation in the MSGC highlights the vital role of the private sector in advancing a whole-of-nation approach to resilience. Concurrently, VADM Pama also serves as Chairperson for Humanitarian Assistance and Disaster Response (HADR). Beyond business continuity and economic stability, the private sector contributes resources, technical expertise, innovation, and established networks that can support disaster preparedness, emergency response, and the protection of communities and critical infrastructure.

As a network of the private sector committed to disaster risk reduction and resilience, ARISE Philippines recognizes that national security and disaster resilience are interconnected.

Through its participation, ARISE Philippines underscored its commitment to fostering cross-sector partnerships that strengthen institutional capacities and support national priorities.
